Charter Oak Environmental Services, Inc. (Charter Oak) consists of an accomplished staff of professional engineers, hydrogeologists, scientists and field personnel, who provide engineering, hydrogeologic, construction management, and regulatory oversight services to the private and public sector. Mark A. Franson, P.E., LEP is president and co-founder of Charter Oak. Our corporate headquarters is located in Mansfield, Connecticut, and we maintain regional offices in Louviers, Colorado and Salt Lake City, Utah.

Charter Oak’s key technical staff has over 76 years of combined experience in environmental management, technical oversight and review, site investigation and remediation, with an emphasis on RCRA-regulated facilities. Our experience provides us with a thorough understanding of how the physical, economic, regulatory and stakeholder aspects of environmental projects culminate in the planning and implementation of site investigation and remediation.

Charter Oak has abundant experience investigating and remediating a full range of organic and inorganic environmental contaminants in waste, soil and groundwater matrices. A particular benefit for performing work at DOD facilities is our unparalleled knowledge regarding explosives constituents. Our staff has been intensively involved in RCRA corrective action at two commercial explosives manufacturing facilities. Our risk assessment, data validation and analytical QA/QC subconsultants likewise have many years of experience working with explosives compounds at DOD and private-industry facilities. Our specific knowledge in this field includes: analytical method development, on-site test-kit soil sampling, toxicology, risk assessment, fate and transport in geologic and biological media, biotic and abiotic degradation, and the evaluation and application of remedial technologies. Charter Oak has a library of over 200 historical and up-to-date references on these topics.
Charter Oak has worked with experts in toxicology and risk assessment in order to develop proposed Corrective Action Concentration Limits (CACLs) for explosives in groundwater at a Utah (Region 8 EPA) and a Connecticut (Region 1) site. These CACLs are risk-based numbers developed using the latest EPA methods and guidance and address multiple exposure pathways.
Charter Oak performs work using the latest versions of Microsoft Office, ESRI ArcGIS, AutoDesk, Adobe, and various other standard software packages. Charter Oak has extensive experience in GIS and spatial databases, including geodatabases and standard dBase formats. In addition to our design, analysis, and reporting capabilities, Charter Oak is adept at preparing large scale and multimedia presentations.
